Rationale: The passage of the Local Public Safety Protection Act of 2012 (Proposition 30) on November 6, 2012, established the Educational Protection Account (EPA) for the collection and distribution of income and sales tax revenues generated. The Proposition provides that revenues received by school districts from the EPA can not be used for administrative expenses and requires the Governing Board make the spending determination of these funds, on an annual basis, in an open session of a public meeting. Furthermore, districts must also annually publish on its website an accounting of the EPA funds received and how the funds were expended.

The Board of Education must designate the funding received for non-administrative certificated (salary and benefits) in order to comply with Local Public Safety Protection Act of 2012 (Proposition 30 or EPA).
Budgetary Impact: The EPA is a component of the Local Control Funding Formulas. The current estimate of EPA funding to be received by the District in 2022-2023 is $18,009,763.
Recommendation: It is recommended the Board of Education approve Designation of Funding to be received in 2022-2023 from the Local Public Safety Protection Act of 2012 (Proposition 30).
