Rationale: Per California Education Code (EC) Section 313(f) and Title 5, California Code of Regulations (5 CCR) Section 11308, local educational agencies must establish and implement board-approved reclassification criteria for English learners, including those with the most significant cognitive disabilities who take the Alternate ELPAC. To ensure compliance with state law and maintain a valid, reliable, and equitable reclassification process, the AUSD Board of Education must approve the District’s Alternate reclassification criteria, aligning with state guidelines for determining when a student is ready to be reclassified as fluent English proficient.
